yesterday the guage showed a peak in the water at roselle between 1:15 and 2 PM. I was at millstream at 3:30 most of the water had arrived by then however it rose another 2″ to peak out between 4:30 and 5:00. So when the river is very low it will take about 3 hours for the water to fill the pools and move from roselle to millstream.
