Is there a lawyer in the house?

What does this bill (working its way thru committees) do?

This is a perfect question for former Missouri State Rep Chris Kelly, who is also a life member of MWA.

Gootch, you can forward this to him at

the more important question is, if accretion or avulsion causes reliction, thus affecting the thalweg, will the riparian owner benefit or be harmed?

I’ve been seeing a lot of buzz on other paddling and outdoor sites about this bill, but I haven’t had time to read about it for myself.  There is significant fear that this would limit kayaking to industrial rivers; Mississippi, Missouri; and “public” the Meramec, Indian Creek, and possibly the Current.  I’ve also seen that this might only be in reference to how property lines are surveyed and not a river access issue.  I’d like to hear Chris Kelly’s take on this as well.
