      the more important question is, if accretion or avulsion causes reliction, thus affecting the thalweg, will the riparian owner benefit or be harmed?

      I’ve been seeing a lot of buzz on other paddling and outdoor sites about this bill, but I haven’t had time to read about it for myself.  There is significant fear that this would limit kayaking to industrial rivers; Mississippi, Missouri; and “public” the Meramec, Indian Creek, and possibly the Current.  I’ve also seen that this might only be in reference to how property lines are surveyed and not a river access issue.  I’d like to hear Chris Kelly’s take on this as well.
