HB 556 Significantly affects recreation and other users of Missouri’s rivers and streams. The proposed legislation gives riparian owners ownership to the low water mark. This bill is the same as HCS HB 2405 (2016).Sponsor: Representative Robert Ross-District 142-RepublicanStatus: Read second time in the House,Hearing not scheduled, Bill currently not on the House calendarComments: Reduces public usage of navigable waterways to the low water mark instead of the high water mark which currently allows activities such accessing gravel bars. It defines navigability, non-navigability, and natural watercourse and requires a Missouri Court to deem waterways navigable. Lastly, it prohibits MoDNR from implementing or enforcing any federal rule regarding Waters of the U.S. or navigable waters. -
