      HB 556  Significantly affects recreation and other users of Missouri’s rivers and streams.  The proposed legislation gives riparian owners ownership to the low water mark. This bill is the same as HCS HB 2405 (2016). 
      Sponsor: Representative Robert Ross-District 142-Republican 
      Status: Read second time in the House,Hearing not scheduled, Bill currently not on the House calendar
      Comments: Reduces public usage of navigable waterways to the low water mark instead of the high water mark which currently allows activities such accessing gravel bars.  It defines navigability, non-navigability, and natural watercourse and requires a Missouri Court to deem waterways navigable.  Lastly, it prohibits MoDNR from implementing or enforcing any federal rule regarding Waters of the U.S. or navigable waters.

      HB 206 Prohibits the collection of water, soil, or commodity samples by governmental entities without the written consent of the landowner. This bill is the same as HB 2733 (2016)   

      Sponsor: Representative Jeff Pogue-District 143-Republican

      Status: Referred: Conservation and Natural Resources(H)
      Comments: Requires written consent from the land owner for collection of samples by federal and state agencies, political subdivision, or private contractor, including but not limited to: water, soil, livestock, or any other commodity.  If any entity intends to conduct tests or surveys in a county, a written letter and description of such test or survey shall be delivered to county commissioners.
      HB 860 Changes the laws regarding jurisdiction ceded to the United States within the Ozark National Scenic Riverways

      HB 821  Emergency Clause-Requires the Department of Natural Resources to sell certain lands acquired through environmental settlement funds
      Sponsor: Representative Robert Ross-District 142-Republican
      Status: Voted Do Pass in the House-2/28
      Comments: This would require sale of the new Eleven Point, Bryant Creek, Ozark Mountain and Jay Nixon State Parks 
      HJR 9/HJR 38/SJR 16 Proposes a constitutional amendment to require that the conservation sales tax be renewed by voters.
       HJR 40 Modifies the membership composition and terms of service of the commissioners on the Conservation Commission
